Is choosing hosting location based on market worth it?

A company website owned by a friend of mine is hosted on a local-based webhost. While it makes sense (it’s a local company), I always wondered if it was better to host it on a foreign-based host (maybe US or UK) and just use a top-level domain, since local hosting choices were few, hard to find, and relatively expensive. For around $3.67/mo they only got 100MB space, 1GB bandwidth, no add-on domains, 5 email addresses, and 1 MySQL database. US-based hosts offer ten times that for $3 or less, with equal or better support.

So is hosting where your business and market is located worth it, or will getting a top-level domain be enough?
