Please help: Migrating VPS from one server to another

Hello,
I need some help with migrating VPS from one node to another.
Have the new VPS setup with the same OS as the old VPS.
I don’t have access to root of the old server, so can’t use the solusvm feature.
The Old VPS provider isn’t willing to provide me with vzdump.
How do I migrate the VPS to the new server?
I have thought of scp and rsync; but am not sure which files need to be transferred. I mean which directories/folders need to be copied. Can you tell me which all files need to be copied, so that the new server is same as the old server.
Can you please help me with this?

LVPSHosting replied: Why your hosting company do not want to tell you or reset your root password/access? That is so unprofessional.
313025 replied: You got it wrong. I have root access to both the VPS, but not the OLD dedicated server as a whole. I can’t expect to allow them to give me access to the entire server right?
