Hi. Is there a way to receive a text notification if a service on my linux server fails. I know you can get e-mail notifications but that only works if the server is still working and it normally restarts service anyway.

requirements:
-under $10/month (paid monthly, not querterly, etc.)
-no setup costs
-at least 256mb dedicated ram
-speed isnt very important, but uptime is
-at least 20gb space, 100gb transfer
-located in the US
-host needs to have an online chat (tickets often take a while)
